About RJRD
The Richfield Joint Recreation District (RJRD) was formed by the Village of Richfield and Richfield Township for the purpose of purchasing Crowell Hilaka Girl Scout Camp, which was permanently closed in 2011.
In November 2014, voters in the village and township passed two levies totaling $7.1 million to purchase and operate the property.
In December 2014, RJRD entered into two purchase and sale agreements for the property with the Western Reserve Land Conservancy to keep the property from being developed. Today, Western Reserve Land Conservancy continues to help the RJRD explore additional public funding sources and potential uses for the property.
At the August 22, 2016 Board meeting, the RJRD Board of Trustees voted to name the park Richfield Heritage Preserve.
In 2018, the bond issue was refinanced saving the tax payers $1.837 million over the remaining term of the bonds.
In November 2023, a replacement 10-year operating levy of 0.5 mils was passed by residents of the Village of Richfield and Richfield Township.

RJRD Board of Trustees is the governing body for the Richfield Heritage Preserve, a 336-acre preserve offering visitors’ access to lakes, streams and wooded trails any day of the year from dawn to dusk. The RJRD Board of Trustees is made-up of seven members. The Richfield Village Council and the Richfield Township Trustees each appoint three Board Members to represent the two entities. These six Board Members then elect a seventh Board Member. Each Board member serves a three-year term.

- Operating a collaborative initiative with the Residents of Richfield to maintain the rural residential environment the community desires.
